SHENZHEN is cracking down on fire safety violations with the release of six public notices to regulate fire safety standards and a black list of 86 firms and institutions that had failed safety inspections.

    The six notices are based on problems firefighters identified during an inspection campaign that last six months. The campaign was launched after Wuwang Night- club fire claimed 44 lives in Longgang District on Sept. 20 last year.

    The new regulations forbid business operators from using polyurethane foam for interior decoration in public venues such as nightclubs. While the product is sound-proof, it burns easily and gives off highly toxic fumes.

    Most of the deaths in Longgang fire were caused by smoke, police said.

    The city’s firefighting bureau will centralize fire safety approval for entertainment venues such as dance clubs, video rooms, KTV clubs and net bars on the first floor, underground or on higher floors of a building.

    To root out agencies that charge clients for obtaining fire safety approval through bribery, the bureau said approvals didn’t cost money and released detailed application procedures on the Web site www.sz119.gov.cn.

    The bureau has adopted a zero-tolerance policy to punish officers who accept red packets or bribes during the approval process.

    Those who give red packets will have their applications or permits suspended. The bureau urges the public to report corrupt activities by calling 8446-5800.

    The bureau required property management companies to thoroughly check and clear access to firefighting passages over the next month. Enterprises and institutions that block access to firefighting passages or lanes would be fined anywhere from 5,000 to 50,000 yuan (US$735 to US$7,353). Individuals would be fined up to 500 yuan or receive a warning, the notice said.

    Most venues that failed fire safety checks were small hotels, bathhouses and nightclubs, restaurants and decoration material markets. A majority of them were in Bao’an and Longgang districts.

    They either did not have sufficient firefighting facilities or passageways were too narrow for effective evacuation.
